What are financial management services (FMS)?
In general, financial management services cover everything related to paying your attendants. This includes processing their timesheets, withholding and paying taxes, workers’ compensation requirements and more.
Our financial management services give you the freedom to hire your own attendants without having to worry about the financial details. We give you a Participant-directed payroll management solution that is easy and fast.
What is a goods and services payments provider?
ACES$ is also a goods and services payments provider. That means when you need goods and services to live independently, we take care of purchasing and reimbursing them.
What is a fiscal agent (non-profit)?
If you are on a Medicaid waiver we serve, and ACES$ is your FMS provider, we are your fiscal agent. As your fiscal agent, ACES$ takes care of everything related to paying your attendants, also called caregivers.
When you hire a caregiver, you become that caregiver’s Employer. As an Employer, you have to pay your attendants, make sure to take out the appropriate taxes, file the taxes and all the other payroll requirements.
That’s where ACES$ comes in. We become the fiscal agent and take care of all the payroll duties. We ensure the right taxes are taken out and filed. We ensure you meet the tax requirements as well as workers’ compensation, when applicable.
ACES$ is unique in the financial management world because we are also a non-profit Center for Independent Living. That makes us the largest fiscal agent that’s non-profit as well.

ACES$ is part of MyCIL, a non-profit Center for Independent Living in Scranton, PA. ACES$ provides financial management services in the form of our Participant-directed payroll management solution and goods and services payments. We are the largest non-profit FMS provider. Establish an office in nearly every state we serve.
What does ACES$ do?
With ACES$ as your FMS provider, you don’t have to worry about cutting checks or making direct deposits for your attendants. You don’t have to worry about submitting W2s and all the other taxes that go along with it. We take care of everything related to payroll.
As a goods and services payments provider, we take care of handling and reimbursing the goods and services you need to live independently.
